continuous fan rotation on AC on at the lowest speed

I have purchased liva GD diesel top end model on 21 January 2013,from starting i am facing the problem of fan rotating when ever i started the AC on low speed that is on 1st and 2nd gear with an speed of 20 or 30 but on highways its ok what could be the reason any fault with the engine or the fan,please have a suggestion on it anyone
