Why Nano Europa different from Indian Nano

One thing about Tata Nano i read in a news paper is that a different version will be launched in European market. But i don't understand if you can produce a more safer Tata Nano then why not launch it in Indian market. Why not Indian government make strict emission norms and safety standards. Tata Motors presented Nano Europa which is an European version of Tata Nano and which will be launched in Europe by the year 2010. Engine of Europa has three cylinders while the Indian version has only two cylinders. Why company is not launching that model in India. Why Indian safety standards are less strict then European Standards. If you find answer of this question please tell me.
